We have received a number of calls concerning a recent news report made by NEWSCHANNEL 5, the Valley's ABC station, regarding concerns expressed by employees of the Evins Juvenile Detention Center to my office. As reported we are taking the matter seriously and are examining the allegations. The report notes that guards and counselors at the Evins Juvenile Detention Center are asking for help to combat the increased violence they have encountered from detainees. We have contacted officials at the Texas Youth Commission and are working with them to resolve the situation to the benefit of all involved.
I would like to encourage persons with concerns regarding government facilities to express those concerns by contacting our state or district offices.

Obviously a balance has to be struck. To be clear, though, here's what the restrictions on employees' punishing juvie inmates were designed to stop, according to the Brownsville Herald:
"The boy didn’t pull his pants up to a level that guards thought met the dress code, so he was handcuffed and his head was slammed into the door as he was taken out of the room, resulting in a baseball-sized blood blister.
"Next, a 225-pound guard lifted the same 125-pound boy into the air and threw him. The boy landed on his head and sprained his neck."
Whatever you do, please don't ask them remove restrictions on THAT kind of behavior.
