On Tuesday, the Texas Tribune is having a question and answer forum at the University of Texas, Pan American entitled: "THE HOT SEAT: A Conversation with Sen. "Chuy" Hinojosa and Reps. Veronica Gonzales and Aaron Peña."

Doors open at 7:30 a.m. The event begins promptly at 8 am. at The University of Texas – Pan American Student Union Theater at 1201 W. University Drive, Edinburg, Texas 78539. The Texas Tribune is asking that attendees make a reservation in order to attend. An RSVP can be made at rsvp@texastribune.org or by calling 512-716-8626..

The Tejano Monument Groundbreaking

The Tejano Monument board president and McAllen native Cayetano Barrera spoke at this morning's press conference.

We then proceeded to the monument site to break ground.

As noted by the Austin American Statesman:

The monument, which commemorates the contributions of Texas' early Spanish and Mexican settlers and their descendants, is scheduled for unveiling March 29. Supporters who led a 10-year campaign for recognition of Tejano history say the monument fills gaps in traditional historical accounts of the story of Texas.

Created by Laredo sculptor Armando Hinojosa, the statuary will be mounted on more than 250 tons of granite. The base alone is 35 feet wide and 8 feet tall at its highest point, and the statues depicting early settlers, livestock and the ranching experience are life-size, said Jaime Beaman, the architect on the project.

Accompanying plaques will tell the Tejano story beginning with the arrival of the Spaniards in the 1500s. According to the monument committee, the statuary will be the biggest at any state capitol in the country.

God willing, I'll be there for the unveiling on the 29th of March.

A Capitol Blog's 7th Anniversary

January 1, 2012 marks the seventh anniversary of our little experiment on the "Internets". From the first day I set up this blog back on January 1, 2005 up until the present I have truly enjoyed the journey. My thanks to all the new found friends who love politics and the great state of Texas.

Although this journal was meant to follow my time in the Capitol, in many ways it chronicled my attempt to find greater understanding of the human condition and of myself. For that I am grateful.

Sadly, all good things must come to an end. Although my journey for greater understanding will not end, my time in legislative office will. My fifth term ends on January 8, 2013. On that day, I mark 10 years of public service. In November I made public my reluctant decision not seek re-election to a sixth term in office. On that day I fully expect to turn a chapter in my life.

What the future holds for me or this journal I am not certain. What life, to this point, has taught me is that change is constant. It is the one variable that is predictable and certain. I will embrace the change and look forward to new experiences. God willing, I will try to find a way to make a positive contribution in the remainder of the time He has granted me.

Texas Monthly's Paul Burka commented on my recent decision not to seek re-election:

"Like my former colleague, Patricia Kilday Hart, I always found Aaron Pena to be one of the Legislature’s most interesting members. Pena had no use for the Valley Democratic establishment. Hart chronicled his alienation from the power brokers in a profile for TEXAS MONTHLY earlier this year. He was known to his constituents as a frequent blogger about the Capitol; what was less well known was that he was a reluctant Democrat who loathed the machine politicians who practice petty corruption at election time. It was hardly surprising, then, when Pena switched parties following the 2010 Republican sweep and helped found the House Hispanic Republican caucus.

Pena believed that the Democrats in the Valley were scripting their fate by continuing their old-style tactics of using politqueras — women who were paid to hustle votes — and refused to have anything to do with it; astonishingly, both the incumbent district attorney and his challenger said they would not hire politiqueras in the 2010 elections.

I had several conversations with Pena over the years, and I think he is right that in the long run, old-style politics, a la Kino Flores, in South Texas will inevitably fail, as the Valley becomes increasingly affluent. The emerging business class will have nothing to do with the corrupt politics and will increasingly abandon the Democratic party, because the old-line Democrats will never change their ways. Democrats vowed to beat him this time around, and Pena himself admitted that there was no way he or any Republican could win in his new district. It had come to the point that Pena would rather lose as a Republican than win as a Democrat. I hate to see him driven out of the Legislature, but he paid the price for being a straight-arrow."

Mr. Burka summed up my feelings well. I think that this dynamic community with it's richness in history and cultural traditions is ready to move out of the shadow originally cast by political bosses at the start of the 20th century. Choice, competition and diversity of thought are the ideals of this new movement. I am glad I was able to contribute to it's beginning and look forward with great anticipation to the coming generations to carry it's banner in to the future.

The Civil Justice Leadership Award

As a result of my work this legislative session, I was once again awarded the TLR, Civil Justice Leadership Award for work done in the 82nd legislative session. The recognition which I previously received for my work in the 81st legislative session, is awarded for outstanding work in supporting a fair and predictable civil justice system in Texas.

"He brings to the Legislature the experience and perspective of a seasoned litigator,” TLR PAC Chairman Richard Trabulsi said. "Rep. Peña stands up for his district and the best interest of Texas and we are proud to present him with TLR’s Civil Justice Leadership Award.”

TLR PAC is the political arm of Texans for Lawsuit Reform, the state’s largest civil justice reform organization. TLR is a bipartisan, volunteer-led coalition with more than 17,000 supporters residing in 818 Texas communities and representing 1,266 different businesses, professions and trades.

TLR PAC’s Civil Justice Leadership Award is presented to lawmakers who take a stand in support of the model lawsuit reforms that are boosting the Texas economy, creating jobs and increasing access to doctors and health care in every community.

“Ten Good Years of Service'

After conversations over the last few days with family and friends I have decided not to seek re-election to the Texas House of Representatives. At the end of my fifth term I would have served a good ten years and feel that we have accomplished as much as we set out to do when I ran for this office in 2002.

At the beginning of the legislative redistricting process I advised colleagues and map drawers that my goal was to present a map that gave every incumbent in the Rio Grande Valley a legislative district that they could win. We did just that. Unfortunately, the map drawn and designated by the three judge federal redistricting panel undid that work. The district I have been placed in is a 75% Democratic seat. It is unwinnable by me or any Republican candidate and I will not move into another legislative district to run against a colleague.

My decision to switch parties was met with derision by many who accused me of doing so as a quid pro quo. As I said then and is now evidently clear I did so because I felt it was the right thing to do rather than because I expected a political favor in return. Providing South Texans with a choice and forcing petty partisans to debate ideas rather than rely on the personality driven politics of the past is a decision I will never regret. The Rio Grande Valley is too dynamic, too diverse to be dominated by a single party that lets bullies thrive and enrich themselves and their cronies.

My decision ten years ago to run for office was spurred by a family tragedy that highlighted the dire need for drug treatment services for our community. Shortly after winning election to the Texas House I, joined by family and friends, set out on a ‘promesa’, a walk, from a highly respectable but private substance abuse treatment facility in the hill country of Central Texas to the State Capitol. The walk was meant to call attention to and begin the drive for a meaningful dialogue on the impact that drug and alcohol abuse was having in all our communities. In my third term of office, I secured $3 million in state funding for a substance abuse treatment facility for Hidalgo County. After finding another $400 thousand for the storm proofing of the building, Hidalgo County began construction of the facility. It is now complete and will be serving adolescents and their families in a location east of Edinburg on Schunior Road.

Much to the chagrin of my family, I have completely dedicated my life to public service. I was once a wealthy man. I have traded that material wealth for a spiritual and emotional growth that I cannot regret. It is time to bring focus back to a family that has been supportive beyond all reasonable expectations. I am so proud to have been given the opportunity to serve my community and will continue to seek ways to do so. I am so proud of a hardworking and dedicated staff that has helped me and this office accomplish so much. Our strength has been in remaining independent of the partisanship that mars local politics, of late affected the Texas Legislature and has virtually paralyzed Washington, D.C. for generations.

That independence allowed me to put the needs of my community before the dictates of party bosses and special interest groups. The construction of the Substance Abuse Treatment Center, securing funding of $750,000 for a park at the new Boys and Girls Club facility in Edinburg, the passage of bonds for a $40 million fine arts complex at UTPA, legislation authorizing the construction of a $25 million Student Fitness and Wellness Center also at UTPA were all made possible because of relationships built on trust and mutual respect. The establishment and success of the Regional Academic Health and the emergence of a Medical School for South Texas are great achievements that I share with many local and state leaders.

My election to the Texas House in 2002 coincided with the selection of the first Republican Speaker of the House since Reconstruction. As a Democrat I was asked to serve on substantive committees like the powerful Appropriations Committee and the tax writing committee Ways and Means. I served as a Chairman of Committees on Criminal Jurisprudence, Technology and Emergency Preparedness under two different Speakers. At the beginning of this past legislative session I founded the Hispanic Republican Conference and was joined in this effort by five other newly elected Hispanic Republican House members.

Independence allowed me to take on issues that were unpopular to partisans in South Texas but important to the rest of the community. Talking about the importance of voter integrity, the undue influence of politiqueras in the process, the corruption at the local, county and state level by bullies left unchecked were met by threats of retribution and on more than one occasion a challenge at the polls. On the issue of Voter ID I was firmly behind the will of the people of my community.

On homeland and border security I once again stood at odds with some local, state and federal officials that believe sticking your head in the sand is a viable policy in confronting the violence that has ravaged Northern Mexico over the last few years. I have been a vocal proponent of increasing federal, state and local law enforcement resources in order to continue to secure our border. In the last two sessions I have called for and supported over $110 million in state funding each biennium for the border region. It is not important whose definition is used to attribute violence in our community as spillover from the cartel wars in Northern Mexico. We must not think that we are building up an arsenal of hardware and manpower to prepare for an eventuality of a drug war in South Texas but it is our duty to our children and every Texan to be vigilant and guard against the possibility of the occurrence of that threat.

Arguably one of our communities’ proudest achievements lies on the self sacrifice and service of countless of military veterans and their families. I remain an ardent supporter of the commitment of local, state and federal resources for the construction of a full-fledged veteran’s hospital for the Rio Grande Valley. I have stood with veterans on every major and minor piece of legislation over my career. From reducing the tax burden on disabled veterans to passing legislation conferring the Legislative Medal of honor to Edinburg heroes Freddy Gonzales and Pedro Cano, I have been proud to do my part in honoring our citizen soldiers. I joined veterans of South Texas in a walk from Edinburg to San Antonio to highlight the trip that many have faced in receiving health care. The walk, a march to the veterans that I joined in the 230 mile trek, was a simple act rooted in a deep and meaningful gesture. I will never forget the friendships earned on that trip and I will never give up on the fight for getting those veterans and the others that will follow the hospital they deserve.

I have had the honor of working with national and international business leaders and local and state officials to bring much needed jobs to our community. I have been woken in the middle of the night by parents of drug addicted youths at their wits’ end. Great gestures come from grand designs, multi-billion dollar enterprises that traverse continents and create jobs and wealth but they also come from kind words and extending a helping hand to someone in need.

My wife, children and grandchildren allowed me the luxury of working full-time, seven days a week at a job that pays $7200 a year. To Monica, Adrienne, Aaron, Alyssa, Anthony and John, thank you. I am so grateful for the opportunity that I was given to serve the community I love so much.

On this Thanksgiving Day, I, like so many others, have reflected on the countless blessings our Lord has provided: a loving and supportive family, the fortune to be born in this the greatest country ever seen and to be given the opportunity to serve the community I love.

This ten year adventure into public service has been one of the most fulfilling and rewarding experiences I think I will have in my lifetime. It has been a journey that allowed me find purpose at a most difficult time by following HIS highest calling - the service to others.

Texas Redistricting: The Interim Congressional Map

This week I am expecting the federal panel in San Antonio to release the awaited interim congressional map for Texas. Speculation is rampant and it's any body's guess as to what the map will look like but here's my guess based in part on the court's prior ruling.

I am expecting the creation of a new Hispanic opportunity district in Dallas. I am also expecting an additional congressional district in deep South Texas. We may also see a district that allows Congressman Lloyd Doggett a better chance for success. My colleague Rep. Joaquin Castro will no longer be placed in a position where he will be challenging Congressman Doggett.

Regarding the interim state house and senate maps that the court released late last week, I am expecting some small changes based on the objections. I am also expecting the court to make their interim proposals permanent, at least for the upcoming election cycle.

After that look for a flurry of activity as candidates make the necessary adjustments in order to run for office (or not). The first day to file for office based on the court's ruling is November 28th and the final day is December 15th.

This Day In History: Lincoln Delivers the Gettysburg Address

On this day in history, November 19, 1863, President Abraham Lincoln delivered the Gettysburg Address.

As described, "Abraham Lincoln's carefully crafted address, secondary to other presentations that day, came to be regarded as one of the greatest speeches in American history. In just over two minutes, Lincoln invoked the principles of human equality espoused by the Declaration of Independence and redefined the Civil War as a struggle not merely for the Union, but as "a new birth of freedom" that would bring true equality to all of its citizens, ensure that democracy would remain a viable form of government, and would also create a unified nation in which states' rights were no longer dominant."

The Court's Interim House Map Is Out

A panel of federal judges in San Antonio proposed new redistricting maps for the Texas Senate and the Texas House today. The House Plan is H298 if you use District Viewer.

There are 12 pairings of incumbent House members under the Federal Court plan. There are also 13 open House districts under the proposed interim House map. Additionally, the federal panel in San Antonio has by it's ruling clarified that the "county line rule" is trumped by the Voting Rights Act.

Federal Panel in San Antonio Will Draw Interim Maps for Upcoming Election

A federal court in Washington, D.C. today denied the state of Texas summary judgment on the pre-clearance case of the proposed political maps drawn by the Texas Legislature. Having done so it effectively rejected plans to use the proposed political maps for the 2012 elections. A trial will be necessary for the D.C. Court to hash out the issues and reach a conclusion.

Since a trial can't be completed by the first day candidates are supposed to file for next years primaries (Nov. 28), a San Antonio three judge federal panel is expected to draw interim maps to be used for next year's elections.

We should have those interim maps for the public and the candidates to see within the next 10 days. That is a guess-timate.

In the mean time, our team and myself,continue to campaign regardless of the eventual outcome. We are very excited about our November 29th, noon time fundraiser with Joe Straus, the Speaker of the Texas House, here in Mission, Texas at the Cimarron Country club. We are continuing our block walking program and letting people know of our re-election campaign. The campaign now has a new, cleaner and more user-friendly website where voters can get the latest information about Rep. Peña's re-election efforts. Visitors can view the Representative's blog posts and tweets directly on the website to keep abreast of the latest information on topics such as healthcare, jobs, education, border security and other important issues affecting our community.

AUSTIN - United States Senator Marco Rubio (R-FL) will be in Dallas, Texas on November 4, 2011 as a special guest and featured speaker at the Texas Hispanic Leadership Forum. The event is hosted by the Associated Republicans of Texas (ART) as part of its Hispanic Voter Network, an ongoing effort to engage Hispanic voters in a long-term dialogue with the Republican Party.

The son of Cuban exiles, Rubio is widely considered to be a rising star in the Republican Party and a leader in connecting Hispanics to the conservative values of the Republican Party. His speech at the Texas Hispanic Leadership Forum will be his first appearance in Texas since he first took office in January of 2011.

Halloween, formerly called All Hallows Eve, was derived from the Celtic festival of the dead. It was observed through Samhain, a time when the veil between the living and the dead is thinnest. The thinning veil brought about demons, fairies, ghosts and all things dark and evil. They believed that the dead can mingle with the living since the souls that died throughout the year cross over to the otherworld at that time. The Celts lit bonfires to guide the dead on their trip and to lessen their interaction with the living. They sacrificed animals and offered fruits and vegetables.

Christians tried to convert the Celtic’s to Christianity because they believed the Celtic’s religious practitioners, the Druids, were evil worshipers. Christians also believed that the Celtic s’ underworld is the Christian equivalent of Hell. The Celtics that continued to practice their old religion were labeled as witches.

In order to continue Celtic traditions, a holiday called All Saints Day, or All Hollows, was created. The night before, though, was when activity between the living and dead was supposedly most intense. Eventually this day became known as All Hallows Eve and then Hallow Evening and eventually Halloween, the holiday that is celebrated today.

Liberty Enlightening the World

The Statue of Liberty or "Liberty Enlightening the World," as the statue was first called, was dedicated on October 28, 1886. Today is the 125th anniversary of that dedication.

The statue, a gift to the United States from the people of France, is of a robed female figure representing Libertas, the Roman goddess of freedom, who bears a torch and a tablet evoking the law upon which is inscribed the date of the American Declaration of Independence, July 4, 1776. A broken chain lies at her feet. The statue has become an icon of freedom and of the United States.

A new feature that has been added to the Statue of Liberty is a series of web cameras, including one in the statue's torch. When turned on it offers viewers unobstructed views of the New York City skyline, the Hudson River, and ships in New York Harbor.

"Red Ribbon Week, the oldest and largest drug prevention campaign in the United States will be held Oct. 23-31. Individuals are encouraged to wear a red ribbon to show a commitment to the hopes and dreams of our children by eliminating substance abuse. By committing to educating our youth and living a personal drug-free life ourselves, we are building towards the ultimate goal of a drug-free America.

The Red Ribbon Campaign was started in 1985 to commemorate the ultimate sacrifice made by Special Agent Enrique Camarena. Camarena died at the hands of drug traffickers in Mexico while fighting the battle against illegal drugs being brought into our country. Within weeks of his death, Congressman Duncan Hunter and friends of the special agent launched Camarena Clubs in his hometown of Imperial, Calif.

Hundreds of club members pledged to lead drug-free lives to honor the sacrifices made by not only Camarena but all others that have lost their lives in the battle against illegal drugs.

As the wearing of red ribbons has evolved from the efforts of these clubs and coalitions, it has become nationally recognized and celebrated each year. Wearing red ribbons has become a symbol of support for those also continuing this effort through prevention and educational programs.

I was was also honored with a proclamation, recognizing the opening of the first state constructed drug rehabilitation center. Both are very nice gestures and I am really touched by the acknowledgement. I am particularly glad that the City of McAllen and it's city commission took note of the special positive importance that our county's newest treatment center will provide to our community.

I had high hopes that my political challengers would rise above the petty politics of the "professional left" from the capitol city and stick to issues of concern. I had particular hope for one who I spent many years of my childhood with. Sadly, today the first words out of his mouth this campaign cycle is a personal attack against me. Funny, I had just days before asked him to run a positive campaign. I guess the desire to win at all costs pushes away friendship and common decency.

Is this the only way people conduct themselves in modern political campaigns? It is no wonder that people are disgusted with politics and turnout has diminished. I felt concern for my adversary yesterday and gave him a personal call because I feared that promises made to him by some may be broken as we moved forward. I'll give him the benefit of the doubt, and would hope it was the questionable ethics of certain individuals behind the scenes that caused him to stray in this uncharacteristic direction. After all it is these same politicos that have repeatedly tried and failed to beat us at the ballot box over the past 10 years. People know who they are, I need not name them.

Desperate men will do the most vile things. I guess there is a lot at stake in this election. Years of neglect and the over use of the tired old political machinery of the boss age has left this community hungry for change and hungry for a choice. Competing for the hearts and minds of the people is not hard for the willing.

Sadly, mudslinging seems to be the choice made today. Let's hope for a better tomorrow.

Bush, and the grandson of the 41st President of the United States, George H. W. Bush joined Rep. Aaron Peña this night and other members of the Hispanic Republicans of Texas in their outreach efforts to foster more Hispanic involvement in the Republican Party.

Tonight, George P. Bush, Rep. Aaron Peña, Rep. Larry Gonzales and other members of the Hispanic Republicans of Texas gathered in Austin on their second leg of a statewide tour to advocate for a stronger participation in their party. Previously, each of them traveled to Abiline, Texas where they were warmly received by the community. AUSTIN — In an effort to protect U.S. citizens from spillover cartel violence while continuing to emphasize the critical need for enhanced Texas/Mexico border security, Agriculture Commissioner Todd Staples today released “Texas Border Security: A Strategic Military Assessment.” The independent study, co-authored by retired General Barry McCaffrey and retired Major-General Robert Scales, was unveiled as part of the Protect Your Texas Border Summit at the Capitol.

“Washington keeps telling us our border is more secure than ever, but this detailed military assessment, by two of America’s top generals, offers proof to the contrary,” Commissioner Staples said. “It’s time to shed the cloak of denial and protect our citizens and national security. Would Washington stand by and allow terrorists from Canada to make daily incursions into New York? The answer is a resounding, ‘No.’ We expect and demand that same level of protection in Texas. It’s time for Washington to uphold its constitutional duty to protect Americans on their home soil.”

Commissioned jointly by the Texas Department of Agriculture and the Texas Department of Public Safety, the report offers a military perspective on how to best incorporate strategic, operational and tactical measures to secure the increasingly hostile border regions along the Rio Grande River. It also provides sobering evidence of why Texas landowners and officials have called for increased federal support to defend our southern border.

“During the past two years, the southwestern United States has become increasingly threatened by the spread of Latin American and Mexican cartel organized crime,” said Gen. Barry McCaffrey (Ret.). “I congratulate Commissioner Staples for his vision in creating awareness of the inadequate attention paid to violence stemming from the drug cartels in Mexico and Latin America.”

“The violence and ongoing threat to our security reflect a change in the strategic intent of the cartels to move their operations into the United States,” said Maj. Gen. Robert Scales (Ret.). “American cities and rural areas now have Latin American drug, gun and human smuggling cartels operating inside our borders.”

Among the generals’ findings were:

• Living and conducting business in a Texas border county is tantamount to living in a warzone in which civil authorities, law enforcement agencies, as well as citizens, are under attack around the clock.

• Criminality spawned in Mexico is spilling over into the United States. Texas is the tactical close combat zone and frontline in this conflict. Texans have been assaulted by cross-border gangs and narco-terrorist activities.
• Federal authorities are reluctant to admit to the increasing cross-border campaign by narco-terrorists.

• One reason for this disparity between reported and actual cartel activity in Texas is that the 17,000 local and state law enforcement agencies that provide data to the Uniform Crime Reports (UCR) are not required to categorize these crimes as “drug related.”

• Reform at that operational level is dependent on bringing more “boots on the ground” to the fight for border security.

• Texas is the frontline in this escalating war and the potential consequences of success or failure will affect our entire nation.

Described in today's Legacy Tribute program as "A True Edinburg Gem" Estella Lane Treviño took time after being honored by Edinburg's civic and political leadership to endorse the re-election of Texas State Representative Aaron Peña.

The representative was on hand as well as other elected officials and dignitaries to thank Estella L. Treviño for her life long service to the community, including 39 years as Executive Director of the Edinburg Housing Authority. Edinburg Mayor Richard Garcia thanked her for her service to the community and for her acting as a trailblazer as one of the first females of Hidalgo County elected into office.

Today's Legacy Tribute was held at the Edinburg Municipal Auditorium before a crowded audience. After the ceremony, the participants were invited to a pachanga picnic at the newly developed field grounds outside of City Hall and the historic auditorium.

2011 Star of Texas Award - Cayetano Cantu, Jr.

Austin - On September 12th first responders from across the state of Texas gathered at a ceremony at the State Capitol in Austin to be recognized for their sacrifice and service. In 2003 legislators created the Star of Texas Award to honor the bravery of Texas’ first responders who have been killed or sustained serious injuries in the line of duty. Edinburg resident and La Villa police officer Cayetano Cantu, Jr. was among the men and women singled out for distinction at the ceremony. Lieutenant Governor David Dewhurst and State Representative Aaron Peña presented the award.

"Every day peace officers, firefighters, and emergency medical personnel in our communities place themselves in harm’s way in order to serve their fellow Texans," said Rep. Pena. "Sergeant Cantu showed remarkable bravery and his heroic actions are commendable. It was an honor to present this true Texas Hero with this special award."

The details of Sergeant Cantu's heroic deed is found below.

In October of 2005, Sergeant Cantu responded to a burglary of habitation which had already occurred on San Juanita St. in the city of La Villa. Upon arrival, Sergeant Cantu noticed several subjects were armed. Sergeant Cantu turned his patrol unit's red and blue lights on. Not knowing who the armed subjects were for his safety and the safety of others, Sergeant Cantu ordered the subjects to drop their weapons. A male subject, who later was known to be a convicted murderer, pulled a weapon from a parked truck and opened fire on Sergeant Cantu. Sergeant Cantu and Juan Abrego – from the Edcouch Police Department – returned fire, striking the suspect and fatally wounding him. The other armed subject then started to unleash a barrage of bullets upon Sergeant Cantu who was using his patrol unit as cover.

One of the bullets went through the car door striking Sergeant Cantu on his upper left leg causing severe injuries. Officer Abrego using covering fire, managed to hit one of the male subjects who had Sergeant Cantu pinned down in his car. Sergeant Cantu managed to get back on his feet and remembering his Army training, took charge of the situation in securing the scene, and calling for status of his fellow officers. Officer Abrego secured the suspects who were still struggling. Sergeant Cantu secured the different weapons.

The ceremony took place on Monday, September 12, 2011, at 2pm in the Texas Senate Chamber. Lieutenant Governor David Dewhurst was keynote speaker. State Rep. Peña was present at the award to Sergeant Cantu. A small reception for the families followed the ceremony.

Remembering 9/11

This morning marks the 10 year anniversary of the terrorists' attack that shook our nation. It marked a day of unprecedented suffering in the history of the United States. I joined fellow Texans this morning at Texas State Cemetery Twin Towers Monument. Gov. Rick Perry, Attorney General Greg Abbott, members of law enforcement and other state officials today commemorated the 10th anniversary of the 9/11 terrorist attacks with a ceremony. It was an emotional ceremony that continued to have a strong moving effect on the attendees.

The Twin Towers Monument was commissioned in 2002 on the first anniversary of the September 11th terrorist attacks, and it was unveiled on September 11, 2003. The memorial is dedicated to all Texans who died during the 9/11 attacks, and the military service members who lost their lives in Afghanistan during Operation Enduring Freedom.

Texas First Responders Day was created through House Bill 1937 in 2003. The bill also established the STAR of Texas Awards, which honor peace officers, firefighters and emergency medical first responders who have been seriously injured or killed in the line of duty. This year, 41 first responders will be recognized with the STAR of Texas award.

At 2 p.m. on Monday (Sept. 12), state officials will honor and recognize law enforcement officers injured or killed in the line of duty while protecting and serving the citizens of this state.

The ceremony will take place in the Senate Chambers of the State Capitol,1000 Congress Avenue, in Austin. Lieutenant Governor David Dewhurst will be presenting the “Star of Texas” Awards.

Governor Perry in South Texas

Governor Perry was in San Antonio on Thursday. I welcomed him to South Texas and wished him well in the upcoming presidential election.

Here are his comments regarding the recent job numbers for August:

Thursday More Than 1,500 bills Become Law

Here's a sampling of new laws approved this year:

HB 1: New two-year $172 billion budget that reduces current spending by $15 billion.

HB 15: Requires women seeking abortions to receive a sonogram, listen as a doctor describes the fetus and wait 24 hours before the procedure. Doctors must show women the image on the sonogram and let them hear the fetal heartbeat, though women can opt out of hearing the heartbeat or seeing the image. Excludes women from the requirement if they live at least 100 miles from an abortion clinic. (key provisions recently held unconstitutional)

HB 1353: Would allow the state to raise the speed limit on major state highways to 75 mph. Also eliminates the 5 mph difference between daytime and nighttime speed limits so that numbered highways outside of urban areas would have a speed limit of 70 mph and non-numbered highways would have a speed limit of 60 mph for all vehicles.

HB 336: Requires urban school districts in large cities to post the campaign finance reports of school board candidates on their websites.

HB 359: Continues to allow school districts to establish corporal punishment policies but gives parents the ability to opt out for their children.

HB 675: Prohibits school districts from using football helmets that are 16 years old or older. Helmets that are at least 10 years old will have to be reconditioned every two years. Information about the age of the helmets and how often they are reconditioned must be available to parents upon request.

HB 718: Increases the ban on picketing before or after a funeral service from one hour to three hours.

HB 1123: Makes sports agents subject to a third-degree felony, punishable by up to 10 years in prison and a $10,000 fine, if they intentionally or knowingly give an athlete or a relative a "thing of value" before the athlete completes the athlete's last intercollegiate sports contest.

HB 1899: Amends current law so that El Paso, which has a citywide ordinance banning the use of cell phones while driving, does not have to post signs at school district crossings that say cell-phone use is prohibited. The city will have to post such signs on major highways for driver's entering city limits.

SB 24: Increases penalties for human traffickers and provides new protections for child victims. Human trafficking offenses would be added to the list of crimes that qualify for an automatic life sentence when a trafficker is convicted twice. Also requires sex traffickers to register in the Texas Sex Offender Registry.

SB 198: Allows for the exemption of people convicted of having sex with a minor from registering as sex offenders if it was consensual, they are less than 4 years older, and the minor is at least 15 years old. The judge must also determine that the exemption does not threaten public safety and that it is in the "best interest of justice" and the victim.

SB 377: Changes the law so that killing a child under 10 years old becomes a capital murder offense, punishable by death or life in prison without parole. Currently, the charge applies to children under 6 years old.

SB 431: Makes it a Class C misdemeanor to use fraudulent military records to obtain benefits intended for those who have served in the military.

UTPA and UT System Set to Invest $72.6 million in South Texas

Edinburg - UTPA has received final approval to proceed with the construction of its long anticipated fine arts center. The 60,000 square foot complex will be built with $42.6 million in financing from tuition revenue bonds and other sources. The project will include new construction and renovations to the current facility on the campus' southeast corner. The University of Texas System approved the construction and finance plan at a meeting of the board of regents on August 25th. The UT System also unveiled a system-wide Improvement Plan that includes an investment of $30 million for science and health education, laying the foundation for the future medical school in the Rio Grande Valley.

"Lately the news out of Austin has not been very good but today I am proud to report the investment of $72.6 million dollars in the future of our region," said State Rep. Aaron Peña "The completion of the fine arts center and the other major investments by the UT System are going to have a deep and lasting impact in our community. Young people interested in pursuing careers in medicine, science, technology and the arts will have some wonderful tools at their disposal."

State Rep. Aaron Peña was the co-author of HB 153 which authorized the issuance of the TRBs for UTPA and others. Colleges and universities typically issue TRBs to fund long-term capital improvement projects. HB 153 included $6 million for the construction of the Starr County Upper Level Center which opened its doors in September 2010. The legislation authorizing a medical school for the Rio Grande Valley was enacted in the 81st legislative Session. The $30 million investment from the UT System will bolster education programs, operations and continue to lay the foundation for the construction and completion of the medical school in South Texas.

The UT System Improvement Plan for South Texas includes:

• $4 million to establish UTeach programs in science, technology, engineering and mathematics (STEM) education and at UT Pan American and UT Brownsville;
• $9.5 million to establish a faculty recruitment program to attract exceptional STEM faculty and researchers to UT System institutions in the Rio Grande Valley;
• $10 million to establish a Simulated Teaching Hospital - a joint endeavor with UT Pan American, UT Brownsville and the Regional Academic Health Centers (RAHC), which is part of UT Health Science Center - San Antonio;

Edinburg – State Representative Aaron Peña is proud to announce that Maximus, Inc., a global health care services company, will open its doors to its Rio Grande Valley Customer Contact Center on Thursday, August 11th at 10:00 a.m. in Edinburg.

During the 82nd Legislative Session, Rep. Peña was involved in negotiations with the Office of Governor Rick Perry and Maximus, Inc. to bring the new call center facility and the opportunity of 400 new jobs to our South Texas community.

"At the beginning of session my office was challenged by local leaders to deliver to our district," said Rep. Peña. "With the help of Governor Perry, our relationships with other state and business leaders we have done just that. Maximus, Inc. is set to create 400 new jobs in our community. This is a real shot in the arm to our local economy."

Governor Perry was asked about the significance of the jobs being created in South Texas. "400 families are going to have a job to take care of and there is nothing more important than having a good job to take care of you family," said the Governor. "That is the basic building block of society and if you can keep those families together, keep them prosperous then America has no limits."

Edinburg’s robust labor market, strong bilingual population and its access to talent from the University of Texas Pan American and South Texas College proved an ideal location for the establishment of this new center. Maximus, Inc. will operate in a facility at Renaissance Industrial Park in Edinburg . Average wages for the call center employees are expected to be nearly twice of Hidalgo County’s per capita income of $13,300.00.

"The future employees of the Maximus call center will be doing be doing important work like enrolling and supporting our Medicaid population in Texas,” said Rep. Peña. “We have a talented pool of computer savvy, well spoken young people who will get paid well to help individuals in our community and all across the state of Texas manage their health care needs."

Rep. Peña will join city leaders and representatives from Maximus, Inc. for a ribbon cutting ceremony at 10:00 a.m. The Rio Grande Valley Customer Contact Center is located at Renaissance Industrial Park on 1920 Industrial Dr. in Edinburg. The Hidalgo County Sheriff's Office is reporting that former County Commissioner Sylvia Handy and nine other people have been charged in connection to a felony case.

Sheriff Lupe Treviño is holding a press conference at 11 a.m. Monday to discuss the case.

Handy is currently serving a two-year and six-month federal prison sentence after being convicted of to conspiring to harbor illegal immigrants and tax evasion back in July 2010.

I am very pleased to have been a part of the Operation Lone Star event last week. This annual event is a combined effort by Texas and U.S. military forces to provide hands-on training. As a side benefit, Operation Lone Star also provides free health care to those in need along our border communities from Brownsville to Laredo.

This is another effort by the State of Texas to stay prepared in case there ever should be a disaster or epidemic that requires large-scale medical assistance.

I'll be on state guard duty for Operation Lone Star next week, here along the border. It's our annual effort to provide free medical care to those most in need.

The Operation is a joint exercise of state health and human services agencies, Texas Military Forces and county health departments working together to bring FREE medical services to under-served communities along the Texas Border. It would not be possible without the help of hundreds of local service groups and volunteers.

Some of the FREE services to be provided are:

-Immunizations;
-Diabetic Screening;
-Blood-pressure Screening;
-Hearing and Vision Exams;
-Sports Physicals;and
-Limited Pharmacy.

Just waiting on the opposing party to come out of their (not so (D)democratic) insiders "back door" meeting to eliminate each other in search of a candidate to run against me in House District 41. As I said in a story in today's Rio Grande Gaurdian - "The more the merrier." Word out of Dolly Elizondo's office is the meeting is taking place tomorrow at a local power broker's office.

Things aren't looking up for Mrs. Elizondo however as the local Democratic power brokers aren't likely to select her despite the pledge from Austin's leftist group, to commit $100,000-plus to help Elizondo. Local power broker's don't take kindly to Austin liberal groups suggesting who they can or can't run for office. They'll certainly take your money but little of anything else.

And what about the traditional way of running for office, without the blessings of insiders? Well, Edinburg businessman T.C. Betancourt didn't need to ask any one's permission to run. More power to him. That is the way it ought to be. He also suggested attorney, Sergio Sanchez as a possible candidate. Again, I probably started off on the wrong foot when I first ran in 2002 by not asking the local power brokers for their permission, but more power to those who do so. Fair warning however, they have been running against me ever since. As I was told by the inebriated mucky-muck himself, my mistake was that, "I failed to kiss his ring."

Regardless, I'll sit and wait while Austin's professional left tries to impose itself on a tired tight-knit political structure set in it's ways. I look forward to the argument over the issues that confront the district and leave the rest to the "democratic" process.

EDINBURG, July 21 - Hidalgo County Democratic Party Chair Dolly Elizondo may have more than $100,000 available for a Texas House District 41 campaign but she will not be allowed to run.

That is the view of state Rep. Aaron Peña, R-Edinburg, whom Elizondo wants to challenge and defeat. Peña was a Democrat all of his adult life until he switched parties last December. He said he knows how the Democratic Party operates in Hidalgo County.

“Just as certain as the sun comes up tomorrow, the political bosses that run the Democratic Party down here will not let Dolly run,” Peña said, in an exclusive interview with the Guardian. “I want Dolly to run. I want all of them to run. More power to them. Run, Dolly, run.”

Peña did not say who the “political bosses” are but he did say they exert a lot of power.

“One of the reasons why the Democratic Party is dysfunctional is because they make decisions from a Star Chamber. This is supposed to be the Democratic Party and a democratic process. It is not supposed to be about backroom deals,” he said.

Elizondo has said she is considering a run for District 41, which was drastically changed by Republican lawmakers during the redistricting process to include dozens more GOP-leaning precincts. Peña, who currently represents heavily Democratic District 40, was drawn into the district by his Republican colleagues in the Texas House.

Annie’s List, an Austin-based group that seeks to elect more progressive women to elected office in Texas, believes Elizondo would make a great representative for District 41. Annie’s List Executive Director Robert Jones told the Guardian that the group stands ready to commit upwards of $100,000 to a progressive woman candidate in order to defeat Peña.

Elizondo told the Guardian earlier this month that she and other leading Democrats want to avoid a costly and potentially bruising primary battle in District 41. Rather, she said, she and others plan to meet privately to choose a candidate District 41 Democrats can rally behind. It that was to happen, minimal resources would need to be expended in the primary, with the war chest preserved for the general election fight against Peña.

Peña can sit back and watch the Democrats slug it out from now until the March primary knowing he will not need to engage until the general election campaign gets underway after March. It is naturally in his interest to see a knock down, drag out fight among Democrats.

“I believe I reflect the values of this district and as long as it is about issues I believe I will defeat them,” he said.

In addition to Elizondo, the names of Edinburg businessman T.C. Betancourt, Edinburg attorney Sergio Sanchez, and McAllen attorney and former Hidalgo County Democratic Party Chair R.D. “Bobby” Guerra have been talked about as potential candidates in the Democratic Party primary for District 41. Betancourt told the Guardian this week that he will formally announce his candidacy within the next few weeks.

With regard to Elizondo, Peña said the local Democratic Party leadership will not allow liberals from Austin to dictate who the candidate is. “Annie’s List is a far left-leaning organization and does not represent the values of the district,” Peña said.

With regard to Betancourt and Sanchez, Peña said he sees himself in them. “When I first ran people told me I could not. They said I needed to have the permission of the bosses; that I had to kiss the ring. I did not wait, I just ran and they have been after me ever since. So, more power to Mr. Betancourt and the other fellow. I see myself in some of these people,” he said.

With regard to Guerra, Peña pointed out that he grew up just a block away from him. “His family is a lot like my family. I don’t think he is aware outside the Valley how different the party is. If he were to win, I don’t think they would tolerate him. The progressives don’t want a centrist like Bobby,” he said.

Peña acknowledged it was strange for a Republican to be giving advice on how to democratize the workings of the Democratic Party. However, he said his former colleagues were so dysfunctional that something has to be done. He criticized “leftist” groups in Austin for dictating what Valley Democrats should do and say, and he criticized local “political bosses” for not allowing a free flow of ideas or young talent to emerge.

“I am giving them advice and I’m a Republican,” Peña said. “The Valley people still think they are the basis of the party. They are. They just let Austin run them.”

Maximus will Hold a Job Fair Today in Edinburg

I've previously commented on the success we had in bringing a new call center to Edinburg. Gov. Perry was instrumental in assisting me in bringing the call center company, Maximus, Inc. and its numerous jobs to my hometown.

Maximus, Inc. plans to open a new customer contact center in Edinburg in August to support the Texas Health and Human Services Commission.

The company will employ up to 400 people in the Renaissance Industrial Park in Edinburg by the end of 2012. Employees will help eligible Texans enroll in Medicaid, SNAP food benefits and Temporary Assistance for Needy Families. This location will be the fourth site the company operates as part of its contract with the state.

Maximus will hold a job fair from 3:00pm to 7:00pm on Tuesday, July 19th, at the Dustin Michael Sekula Memorial Library, 1906 S. Closner Blvd, Edinburg, TX. The fair will give job seekers the chance to learn more about available positions.

Maximus currently operates customer contact centers in Austin, Midland and Athens, Texas, and employs more than 2,200 people statewide. Edinburg is located in the Rio Grande Valley in South Texas.

It's So Good To Be Back In The Valley

It's so good to be back home in the beautiful Rio Grande Valley. A stop to the grocery store or the city hall greets you with a "How ya doing Aaron? Glad to have ya back." The people are friendlier; their greetings are more heart felt. It's just home.

I returned to the Valley with great news for my home community. With the help of the Governor's office and local economic development officials we are bringing 400 hundred new jobs to the City of Edinburg. This is big news and of great help in these difficult economic times.

I also gave reports to both the McAllen Chamber of Commerce and to the RGV Hispanic Chamber of Commerce. Members of both groups intelligently accepted the difficult realities and are better prepared to meet the challenges facing the state and our community.

I expect to spend the next several months meeting with various groups and individuals regarding the changes made in Austin and begin to lay the ground work for the next session.

With redistricting complete at the legislative level, it will continue through the courts. Regardless, we will continue working to represent the people of our current district while getting better acquainted with the citizens of our new district. We continue to maintain offices in Elsa and Edinburg, Texas. In the near future we will beging to scout for a location in the McAllen area.

I have some great news for the people back home. Negotiations are complete and I'm pleased to announce that 400 new jobs are coming to Edinburg. This has been in the works for sometime but the news can now be made public. My thanks to Maximus and Gov. Perry and his office for their support. My thanks also goes to Edinburg City Commissioner Gus Garcia for his challenge that I deliver for the district (under my new party status).

Session ends Wednesday. After the end of the business day I will hold my first campaign fundraiser as we prepare for election day on November 6, 2012. This will be a spirited and historic campaign as I seek re-election to a sixth term to the Texas legislature. While I remain focused on the job you elected me to do, I am taking a brief moment today to make an announcement regarding my immediate plans for elected office.

As we close this legislative session, the time is right to put an end to the some of the speculation regarding my intentions. Let me first reaffirm what I have been saying for the past six months, while I respect the honor and privilege of public service in Washington, I am not running for Congress.

Today, I am declaring my intention to seek re-election to the Texas House of Representatives for a sixth term.

We’ve had great success in completing many of the goals that we set out to achieve when I first ran for office yet there are many new challenges that lie ahead. The experience, relationships and knowledge that we gained over the years give us the increased opportunity to meet those challenges head on and help provide a bright and hopeful future for our community

The Rio Grande Valley is changing and we must change with it. What will not change is my commitment to our community and those values and principles that makes the Rio Grande Valley and the state of Texas great.

Let us begin our work. Today, with this announcement and our previous work and experiences, we begin laying the foundation for a successful re-election. I can't however do so without your support. Please join us in this effort.

The award was made to Representative Peña in recognition for his effective leadership and unwavering dedication to the principles of independence during the 82nd legislative session. Attorney General Abbott made the presentation at a luncheon hosted by the Texas Federation of Republican Women (TFRW) at the Cimarron Country Club in Mission.

“Through his eight years in the Texas Legislature, Rep. Aaron Peña has been a vitally important ally for law enforcement,” said Attorney General Abbott. “Rep. Peña has worked tirelessly to improve the integrity of Texas elections and is devoted to eradicating corruption. Racism raises its ugly head at the most interesting times. Saturday, June 11 in Austin, the founder of the Immigration Reform Coalition of Texas (IRCOT) and Women on the Wall, Rebecca Forest told a sparsely attended group of protesters that there are just too many Hispanics in the Texas Legislature. Is this the voice of those who support legislation like State Senator Tommy Williams' so-called "Sanctuary Cities" bill (SB 9), a bill which has somehow become a "catch-all" for all the anti-immigration bills that didn't make it during regular session? Are they really anti-illegal immigration or are they just anti-immigration, or worse yet, anti-Hispanic?

For a very long time, I have been telling people that groups like her's, ALIPAC, FAIR and NumbersUSA are not anti "illegal immigration" they are, in fact, anti-immigration and anti-Hispanic. Ms. Forest goes out of her way to clearly illustrate my point.

The following video is very hard to hear because of wind noise, but in the beginning of the video you can clearly hear her say, "If you want to know why we can't pass legislation in Texas it's because we have 37, no 36, Hispanics in the Legislature. All of the states that have passed legislation have a handful and I mean literally, some of them have NO Hispanic legislators, well, maybe 3 or 5 or something. So that's, umm, part of our problem and we need to change those numbers." Yes, that's right... She said we have too many Hispanics in our Legislature.

Ms. Forest, those numbers are indeed going to change, but clearly not in the way you seem to hope. With Hispanics being the fastest growing segment of the Texas population, the number of Hispanic legislators will continue to grow and there is nothing you can do to stop that. Nor should you. The real question is, will those legislators be Conservative Republicans like those currently in the recently formed House Hispanic Republican Conference, or will they join the ranks of liberal Democrats as has mostly happened in the past? With comments like these, I am afraid more could be driven to the latter and not the former.

In the wind noise she went on to say, "Umm, we need to do something about that in fact, during the debate on "sanctuary cities," several Hispanic legislators testified that their grandparents and their parents were migrant workers who came over here to work and that THEY even worked in the fields. And some of them even admitted that they had been here illegally and that they came illegally. So the problem is these Hispanic legislators … is that it's too close to them and they, umm… simply cannot vote their conscience correctly. So that's about all I have to say to you, please come to the hearing, and help us spread this message. Thank you."

US Border Watch founder, Curtis Collier said today, "This is one of the most stupid statements I have heard in a long time. US Border Watch's policy has always been that illegal immigration is not a Hispanic focused issue. The reality is, illegal immigrants come here from many nations, races and cultures. Most through an unsecured border and visa overstays. Comments like those from Ms. Forest yesterday are not helpful in trying to resolve these issues and our nation's problems. They only help to drive a wedge between Conservative Hispanics and Republicans."

Democrat blogs have picked up this video and are spreading it like a West Texas Grass Fire. And thus the mission of ALIPAC, FAIR, NumbersUSA, IRCOT and Women on the Wall are revealed and at the same time accomplished. That being to divide the Republican Party on the issue of Illegal Immigration and Border Security while creating a wedge between non-Hispanic Conservatives and Hispanic conservatives. Look at links above at the boards of directors of FAIR and NumbersUSA and you will find liberal, pro-choice, anti-population growth, anti-Hispanic and pro-radical environmentalism activists. Look at the zero population growth writings of NumbersUSA's Roy Beck. Ms. Forest is echoing their sentiments. Are these the kinds of people we should be listening to about Texas legislation?

Could this serious case of foot in mouth disease reflect back on the presidential aspirations of Texas Governor Rick Perry? The Dallas Observer thinks so stating, Rick Perry's Supporters Can't Stop Making Him Seem Like a Closed-Minded *****." Even the Texas Tribune had to throw in the Forest comments in an article about a possible Perry run. The Houston Chronicle said Gov. Perry was forced to respond to these low comments through his spokesperson, Catherine Frazier stating, "The governor certainly does not agree with such misguided and unproductive comments. This is not about race or politics - it is about public safety. We must ensure our peace officers have the discretion they need to keep Texans safe."

David Jennings of BigJollyPolitics.com was also quick to point out the error in Ms. Forest's comments stating, "Let me help Ms. Forest out a bit. You aren't going to see fewer Hispanics in Texas government, you are going to see more of them. Rather than cast a net that looks rather racist, why not work within the Hispanic community and identify like minded citizens who agree with conservative principles? Although frankly, I'm not sure she knows much about them."

San Antonio Tea Party's newly elected president, George Rodriguez, also in attendance at the rally, came to the podium after Forest and quickly corrected her ill-stated remarks saying, "That was an unfortunate choice of words. I completely disagree with that. The problem is not that we have too many Hispanic legislators. The problem is that we have Hispanic liberal legislators. What we need to do is find conservative Hispanics to run for office so we can have conservative Hispanics that can vote on these issues."

Ms. Forest, what we need in Texas is less hateful, divisive and yes, racist rhetoric that was on display recently on the steps of the Texas Capitol and more leadership from true Conservatives whether they be Hispanic, Black, White or any other nationality, race or heritage.

Texas Rangers Fired Upon From Mexico by Cartels

A team of Texas Rangers Recon agents came under attack in Mission, Texas on the edge of my legislative district from the Mexican side of the Rio Grande this morning. The U.S. officers were forced to return fire and injured at least three of the suspects on the other side of the border. Three suspected drug runners were wounded in the exchange of gunfire. Three law-enforcement patrol boats arrived on the scene and received heavy gunfire from the Mexico side while attempting to interdict the drug-laden boats The cartel responded with heavy fire. Mexican authorities were notified of the abandoned cartel drug-laden boats and came to the scene of the crime.

Our law enforcement agencies involved were the Texas Rangers, the Border Patrol and the Texas Parks and Wildlife. There were no U.S. casualties.
